Civilian Research and Development Foundation (CRDF) Global

Partner Description: CRDF Global is an independent nonprofit organization founded in Arlington, Virginia (USA), in 1995. The organization was formed in response to the collapse of the Soviet Union and the threat of large-scale proliferation of weapons technology from the region. CRDF Global is dedicated to promoting safety, security, and sustainability through science and innovation. Over the past 28-years, our focuses, capacities, and capabilities have grown to incorporate cybersecurity as part of our repertoire. We have since, implemented hundreds of cybersecurity capacity building events while engaging hundreds of institutional partners, and over 12,000 participants. Through our global hubs in Kyiv, Amman, and Manila CRDF Global builds and manages comprehensive and sustainable cybersecurity programs that strengthen critical infrastructure, improve private and public sector cyber workforces, and build resilient cybersecurity institutions.

EIPSM (European Institute for Political Studies in Moldova)

Partner Description: The European Institute for Political Studies in Moldova (EIPSM) was launched by the Council of Europe in December 2003. The EISPM mainly focuses on the organization of interactive seminars and conferences in Moldova, organized in cycles. The Institute’s organisational structure is derived from the institution’s main goals and plans of activity, namely its contribution to the establishment of a new political culture and the activities it undertakes to achieve it. The EIPSPM aims to encourage the training of a new generation of political and opinion leaders, as well as civil society activists capable of promoting democratic ideas and reforms, thus bringing the Moldovan society closer to its goal of attaining European democratic values and principles. The Blavatnik Interdisciplinary Cyber Research Center (ICRC)

Partner Description: The Blavatnik Interdisciplinary Cyber Research Center (ICRC) at Tel Aviv University fosters interdisciplinary scientific research on the information age, digital transformation and cybersecurity. Led by Prof. Maj.-Gen. Isaac Ben-Israel, Blavatnik ICRC operates a research fund, competitively awarding fundamental and applied research grants, carrying out outreach activities and for many years has been organizing Tel Aviv’s annual Cyber Week, one of the top international cybersecurity conferences in the world. One of the flagship research projects of recent years has been work on the PROGRESS Methodology, led by Dr Lior Tabansky. The aim is to offer an effective way to assess and also improve an entire sector’s cyber capability maturity. In 2021 the work entered the pilot stage with projects being implemented in a number of sectors. Additionally, the World Bank, launched a joint program with the ICRC to help protect critical infrastructure in developing countries through utilizing and developing the PROGRESS Methodology in the form of creating a Critical Information Infrastructure Toolkit that can be rolled out.

Stiftung Neue Verantwortung (SNV)

Partner Description: We are an independent, non-partisan technology policy think tank based in Berlin. We seek to provide a focal point for people whose work covers current political and social questions of the cross-sectional issue of digitalization. We compile and publish analyses, develop recommendations for action for policymakers, conduct expert workshops, invite experts to engage in publicly accessible policy debates, and provide detailed and accessible information on the context and background of such debates in the media. Our International Cybersecurity Policy team has been working on cyber capacity building since 2018, particularly by designing and implementing cybersecurity policy exercises tailored to the context of individual countries. These exercises are a starting point to identify cyber capacity building needs. To date, we have conducted such exercises in eight countries in different regions, including the Republic of Armenia, the Republic of Costa Rica, the Republic of Kenya, the United Mexican States, and the Republic of South Africa. This year, we have started a cyber diplomacy project in which we address both the implementation of cyber norms and cyber capacity building.
