Louise Marie Hurel is a Research Fellow at the Royal United Services Institute’s (RUSI) Cyber Team. Her research interests include incident response, cyber capacity building, cyber diplomacy and non-governmental actors’ engagement in cyber security.
For more than half a decade, Louise Marie led Igarapé Institute’s Digital Security Programme, coordinating multiple efforts to connect national, regional and international cyber policy discussions. As Programme Lead, she conducted international cyber advocacy in multilateral (UN, OAS) and multi-stakeholder bodies, hosted and moderated forums for cross-sector trust-building at the national level in politically sensitive environments and managed a portfolio of projects that covered themes ranging from cyber security of electoral processes, surveillance tech and public security, security of emerging tech, cyber capacity building, cybercrime and data protection. Her previous experience includes consultancy for the United Nations on data and cyber security and research on Internet governance, intelligence activities, defence and cyber security in different think tanks. Prior to joining the Global Forum on Cyber Expertise’s (GFCE) Strategic Steering Committee, Louise was the co-chair of the GFCE advisory board. She also serves in other advisory boards such as Carnegie Endowment’s Partnership for Countering Influence Operations’ (PCIO) and the Centre for Information Resilience (CIR) as well as has been appointed to Brazil’s inaugural National Cybersecurity Committee. She is also a senior associate fellow at the European Cyber Conflict Research Initiative (ECCRI) and the Brazilian Centre for International Relations (CEBRI).
