His extensive experience combines an array of interdisciplinary roles, including being a Cyber Policy Strategist, International Consultant, Law Enforcer, Public Administrator, Author, and Technology Manager. Allan’s notable roles include serving as the Assistant Secretary for Cybersecurity and Enabling Technologies of the Department of Information and Communications Technology (DICT), and concurrently as the Executive Director V of the Cybercrime Investigation and Coordination Center (CICC). In addition to these, Allan held key positions within the Philippine National Police – Information Technology Management Service, including his tenure as the Chief of Web Services and CyberSecurity Division.
Known as a trailblazer in Philippine cybersecurity capacity development, Allan has achieved multiple landmark accomplishments. He authored the pioneering National CyberSecurity Strategy (The National Cybersecurity Plan 2022), designed and implemented the first National CyberSecurity Management Systems Platform (CMSP), and organized the Philippines National Computer Emergency Response Team (NCERT). His pivotal role in the passage of the Cybercrime Prevention Act of 2012 significantly contributed to the Philippines’ accession to the Budapest Convention on Cybercrime in 2018. Allan’s robust academic background complements his practical experience; he is an ASEAN Engineer, a Professional Electronics Engineer, and holds a Master of Science from Waseda University in Tokyo.
An alumnus of the George C Marshall – European Center for Security Studies in Germany and the United States Telecommunications Training Institute (USTTI) for Cybersecurity Studies, Allan is currently undertaking a Doctorate in Public Administration at the University of the Philippines National College of Public Administration and Governance, focusing his research on Digital and Cyber Governance.
