The Global Forum on Cyber Expertise (GFCE) and the EU Cyber Capacity Building Network (EU CyberNet) have signed a Memorandum of Understanding (MoU) to enhance cybersecurity capacity-building efforts across Latin America, the Caribbean and beyond. It was signed on 5 February 2025, in Brussels, Belgium, by David van Duren, GFCE Director, and Liina Areng, EU CyberNet Director at the EU CyberNet Stakeholder Community Day.

Under the agreement, GFCE and EU CyberNet will devote resources, expertise, and networks to promote effective cyber capacity building (CCB). Notably, the GFCE Regional Hub for the Americas & Caribbean and EU CyberNet’s LAC4 will collaborate closely to strengthen regional impact.

Key components of the partnership include:

  1. Resource Mobilization: Facilitating the exchange of resources, best practices, lessons learned, and expertise in cybersecurity capacity building between the GFCE’s global network and EU CyberNet.
  2. Knowledge Sharing: Facilitating the exchange of valuable data in cybersecurity capacity building between the GFCE’s global network and EU CyberNet.
  3. Networking and Collaboration: Encouraging collaboration on events in terms of back-to-back meetings, speaking engagements of both parties and facilitating connections among stakeholders in partners’ communities, to cultivate a holistic and inclusive approach to cybersecurity capacity building.

David van Duren, GFCE Director: “We are delighted to join forces with EU CyberNet and look forward to cooperating on key cyber issues. The signing of the MoU marks a significant milestone in global efforts to promote cybersecurity capacity building, particularly in Latin America and the Caribbean.”

As cyberspace continues to evolve, collaborative efforts such as this are essential to ensure a secure digital future for all.
