Senior Project Manager
The Global Forum on Cyber Expertise (GFCE) is looking to appoint a Senior Project Manager to coordinate the AU-GFCE project that aims to develop cyber capacity building knowledge modules to enable African countries to better understand cyber capacities and support them in strengthening their cyber resilience. Background on Global Forum on Cyber ExpertiseEstablished in 2015, the GFCE is a multi-stakeholder community of more than 120 members and partners consisting of governments, IGOs, companies, academia and project implementers from all regions of the world. Its mission is to strengthen cyber capacity and expertise globally by being a pragmatic, action-orientated and flexible platform for international collaboration. The GFCE delivers its mission through coordination to avoid duplication of efforts and blind spots; knowledge sharing to improve the efficiency and effectiveness of projects; being a Clearing House to connect requests for assistance with offers of support; and identifying and filling knowledge gaps with the development of a global Cyber Capacity Building (CCB) Research Agenda. AU-GFCE CollaborationWith support from the Bill & Melinda Gates Foundation, the GFCE, in partnership with the African Union (AU), aims to develop cyber capacity building knowledge to enable African countries to better understand cyber capacities and support them in strengthening their cyber resilience. Through a two-year collaborative project, the GFCE and AU aims to achieve the following outcomes:
- Grow a trusted community of cyber leaders from the different African countries;
- Identify relevant cyber capacity gaps on a national and sub-regional level in African countries;
- Enable African countries to prioritize, address and communicate their national cyber capacity needs through a training program; and
- Foster coordination and increasing international collaboration between (existing) cyber capacity building efforts in Africa.
Duties and Responsibilities
- Desk research, interviews, and focus group interviews
- To map past, current and planned cyber capacity building projects and activities in the African region;
- To identify cyber capacity gaps and needs regarding the beneficiary countries from the GFCE community, African Union, and beneficiary countries themselves;
- Consult and report to the regional GFCE Africa group on progress.
- Development of knowledge modules on Cyber Capacity Building
- Advise and collaborate with GFCE Working Group coordinator and other GFCE colleagues on needs, experts and possibilities for the knowledge modules;
- Coordinate with the Consultant on the development of the knowledge modules;
- Collaborate with the GFCE community to design the knowledge modules.
- Organization of a six-month training program
- Select potential participants for the program with support from the AU and the GFCE community;
- Organizing at least two in-person and multiple online knowledge sharing opportunities for the participants and experts of the knowledge modules;
- Identifying potential areas of successes of project and future possibilities.
Candidate profile: requirements, qualifications and skillsThe successful candidate will have:
- Graduate or master’s degree in (cyber) security studies, international relations, technology, business administration, public administration, or a related field;
- A minimum of 5 years’ experience in the field of cyber capacity building, either at national or international level;
- Demonstrable experience in cyber capacity building in Africa;
- Proven working experience in project management;
- Excellent client-facing and internal communication skills;
- Excellent written and verbal communication skills;
- Solid organizational skills including attention to detail;
- Evidence of outstanding communication and presentation skills, utilizing different media channels and communication mediums to convey results, opportunities and impact to diverse audiences;
- Professional, confident, self-motivated, punctual, flexible, proactive and able to work both independently and as part of a multi-national team.
- Verbal and Written communication skills in French.
- Experience collaborating with stakeholders in the GFCE community.
