What is the Global Forum on Cyber Expertise (GFCE)?

The GFCE is a multi-stakeholder community of more than 180 members and partners from all regions of the world, aiming to strengthen cyber capacity and expertise globally. The GFCE endeavours to be a pragmatic, action-orientated and flexible platform for international collaboration, reducing overlap and duplication of efforts in the cyber capacity building (CCB) ecosystem to ensure an open, free, peaceful and secure digital world.

As a global platform comprising of governments, international organizations, non-governmental organizations, civil society, private companies, the technical community and academia, the GFCE builds global cyber capacity through the GFCE Working Groups, Cybil Knowledge Portal, the Clearing House function, the Global CCB Research Agenda and practical GFCE initiatives.

Global Conference on Cyber Capacity Building (GC3B) 2023

The Global Forum on Cyber Expertise (GFCE), the CyberPeace Institute, the World Bank, the World Economic Forum and the Ministry of Communications and Digitalisation of Ghana have joined forces to organize the inaugural GC3B on 29-30 November 2023 in Accra, Ghana.

Recognizing the key role that cyber resilience and capacity building can play in enabling and supporting the UN 2030 Agenda for Sustainable Development, the theme of the GC3B 2023 is “Cyber Resilience for Development.”

Global Agenda for Cyber Capacity Buildling (Delhi Communiqué)

During the Global Conference on Cyberspace 2017, the GFCE community endorsed the Delhi Communiqué on a GFCE Global Agenda for Cyber Capacity Building. The Global Agenda prioritizes fives themes and is endorsed by all GFCE members and reaffirms their shared commitment to strengthen cyber capacity and expertise globally and to make cooperative efforts by all stakeholders in this field more effective. The entire GFCE community endorsed the Delhi Communiqué, which was essential not only to coordinate global efforts but also, to encourage multi-stakeholder dialogue on its implementation.
