Description: Matteo Lucchetti is Director of CYBER 4.0, the national Cybersecurity Competence Center of Italy, promoted and co-funded by the Ministry of Economic Development. The Center is a public-private partnership betweenacademia and national industriesaimed atstrengtheningcyber security capacities of Public Administration and private sectorthrough training,advisoryand funding of research projects.Currently he also is an individual expert for ENISA in the field of cybersecurity policies and of cooperation between private sector and criminal justice authorities, and anexpert for the EU CyberNet and the EU OCWAR-C international capacity building initiatives.Between 2016 and 2021 he has beenProgramme ManagerCybercrimeat the Council of Europe, in charge of the Global Action on CybercrimeExtended Project (GLACY+), theinternational capacity building flagship initiative on cybercrime ofthe European Union and the Council of Europe, to support governmentsandcriminal justicesectorsto fight cybercrime.In this capacity he has developed a number of initiatives aimed atstrengtheninglegislation and polcies worldwide in the cyber domain, at reinforcing criminal justice capacities to detect, investigate, prosecute and adjudicate cybercrime, and at improving international cooperation in the field.Prior tothe Council of Europe, he has workedin the field of data protection atthe European Union Agency on Fundamental Rightsin Vienna, after a career of more than 10 years as acybercrime and cyber security professional in the Italian financial sector, where –among other achievements –he kick started and operated the national Financial Institution ISAC.Matteo holds a PhD in Systems Engineeringandan MSc Electronic Engineering from the Sapienza University of Rome, and a MSc inCyber Securityfromthe Royal Holloway University of London.
