Information: César Moliné Rodríguez is a Legal professional with 17+ years of experience in IT Law. He has various degrees in areas such as eCommerce, Electronic Government, ICT Policies, Regulation of Public Utilities, Regulation of Telecommunications, as well as Cybersecurity and International Law. Since March 2004 he worked at the Dominican Institute of telecommunications (INDOTEL) as legal advisor in the areas of electronic commerce, digital signatures, privacy, and cybersecurity, where he also served as Director of Cybersecurity, Electronic Commerce and Digital Signatures. During this time, he oversaw preparing and developing the National Cybersecurity Strategy, the creation of the National Cybersecurity Center and the development of the national capacity building program for the Dominican Republic. He is also the representative of the Dominican Republic on the Committee of the Convention on Cybercrime of the Council of Europe (T-CY) and is a founding member of the Dominican Republic’s Chapter of the Internet Society.
